As far as I know there are a few older Generals living, by far the oldest being Wan Haifeng who fought in the Long March.

His predecessor Wang Chengbin (wiki) is still alive at 95.

Finnish military intelligence colonel, professor and Russia-Ukraine war expert Martti J. Kari hospitalised after suffering a stroke or a heart attack. Other ailments include...terminal cancer for five years with atleast four "incurable tumors" and last year he said that statistically he should be dead.

Updated the Long March list. I'd say there are around 12-15 left who will definitely get a death mention, multiple who could/likely will get one and the yellow names who very likely won't get any kind of mention except maybe a short "they're dead" mention in those yearly or bi-yearly lists in Chinese media, currently I'm waiting for them to release a new list. Zhang Lixiong, Wang Fuzhi, Wang Jingqun and Fan Xixian, maybe Suo Xinzhong are the most notable ones left I doubt any of them will get an English obituary as not even Wan Haifeng got one.

Solihin G. P. - Indonesian politician and Lt. Gen who was the Governor of West Java 1970-1975. He's been in and out of hospital since suffering a stroke in 2017 and was rumored dead in 2021 when he was ill with covid. 97 this year.

Solihin GP last month with another low requirement pool possibility, Major General Eddie Marzuki Nalapraya who was the Vice Governor of Jakarta in the 1980s and is now 91:

Khoi was a Brig. Gen. I'd assume there are some other Generals living. Checking...

 

Ministers/govt:

Nguyễn Tiến Hưng (1935) Minister of Economic Development and Planning 1973-1975

Trần Ngọc Ninh (1923) Minister of Education 1966-1967. Alive?

Trương Văn Thuấn (1936) Communications and Transport Minister 1966-1967.

Nguyễn Hữu Hanh (1923) Bank governor, should be dead. Returned to Vietnam in 2003 to live the rest of his life there. Not to be confused with another guy with a very similar name who was born 1924 and died in 2019.

Hoàng Đức Nhã (1942) Minister of Public Affairs and Cheiu Hoi 1973-1975. Nguyen Van Thieu's Press Secretary.

Nguyễn Văn Hảo (1942) Apparently a former Deputy Prime Minister. Said to be alive in Vietnam.

 

Military (mostly minor names mentioned on the vietnamese wikipedia as they have Wiki pages for seemingly all SV Generals - some of the Maj/ Lt. Gens likely dead):

Lt. Cen Phạm Quốc Thuần (1926-2023) Said to live or have lived in Oregon.

Lt. Gen Nguyễn Bảo Trị (1929-2024) Was still attending events a few years ago.

Lt. Gen Trần Văn Trung (1926) Was said to be "lying in critical condition in a Paris hospital" in 2012, I doubt he's still alive.

Lt. Gen Nguyễn Vĩnh Nghi (1932) Possibly dead? 

Lt. Gen Mai Hữu Xuân (1916/1917-1988) Involved in the 1963 and 1964 coups. Very much dead (Trần Thiện Khiêm was the last living of those who had a major role in the coups) but nobody seems to know when, all is known he died in the US.

Maj. Gen Nguyễn Chấn (1931-2022?) Said to have died in Toronto last year.

Maj. Gen Bùi Hữu Nhơn (1928-2022) A Major General with the same name died in the US last year, and I doubt there are many Maj. Gens in the us named Bùi Hữu Nhơn.

Brig. Gen Phạm Hà Thanh (1926) Director of Military Medical Department for two years before the fall of Saigon. Known to been in exile but returned to Vietnam at some point.

Brig. Gen Phan Xuân Nhuận (1916-1992) Died in the US of old age, but not known when. 

Brig. Gen Vũ Đình Đào (1931-2020) Online obituaries say he died 2020. 

Brig. Gen Đặng Đình Linh (1929-2010) Online obituaries say he died 2010.

Brig. Gen Nguyễn Văn Lượng (1931) 

Kiem Do (1933) "Deputy Chief of Staff of Operations when Saigon fell in 1975". Lives in the US.

Col. Bùi Dzinh (1929-2024) 

Col. Nguyễn Văn Huy (1938) Said to live in the US

Col. Dương Hiếu Nghĩa (1925-2019) Some sources say he died 2019.

Major Nguyễn Qúy An (1943) 

Major Phan Nhật Nam (1943)

Lt. Phạm Quang Khiêm (1946)

Lt. Nguyễn Văn Cử (c. 1934-2013?) Tried to assasinate Ngô Đình Diệm. According to Vietnamese wiki died in 2013 but haven't looked into him.

According to the SSDI, born 14 Mar 1916. Died 14 Sep 1988 (72), possibly in Arlington, Virginia.

Again from the SSDI, born on 5 Feb 1916, and died on 6 Feb 1992 (76) in Orange, California.
