The committee (whoever they are) sit in a bar, pin the tail on the donkey of a few likely ones and for an entire year this place pontificates that they didn't do it right, particularly if one 'unpicked' should happen to croak. Hundreds of slebs might die, pick 50 and see what happens. That's it.
