Right, as he ought to be back on the list next year, worth noting that Chirac was unable to attend Simone Veil's funeral as his frail health now greatly reduces his mobility. All other living Presidents, including Giscard d'Estaing (90), made it. Also at the funeral was Bernadette Chirac, apparently quite weak herself now.

France set to reverse controversial decision by Jacques Chirac in 2001 to give Syrian dictator a legion honour. 

I'm not sure when Jacques Chiracs dementia is thought to have started but possibly this poor decision was made during the very early stages of the disease? 

A bit similar to Ronald Reagan possibly? Where it is widely suspected his alzheimers started to take effect in office but was proven? 

Or of course it could just have been a crass and poor political decision not connected to illness.

Probably poor decision in office. I don’t think it’s been confirmed that Chirac has dementia, and even if he did, his health wasn’t really noticeable till a few years ago or so...

It's politics. Assad was a political ally against Al-Queda/Arab nations the West didn't like in 2001, hence honours and champagne. Now he is a political rival, so it never happened. Look at how most of the West's enemies got their arms in the first place throughout history.

He doesn't accept he has dementia but it seems that doctors believe he has it.

For an A-lister we ain't going to get many updates on Chirac now due to the advanced dementia, but here's his former Environment minister Roselyne Bachelot: "His healthy is faltering/shaky". Sounds ominous, he'll be playing hot behind the green door...

Reminds me of the perpetual wars in 1984.  Oceania is now friends with eastasia and at all out war with Eurasia, a couple of years later vice versa.
