Sorry, but who he? Not on my long list. I've read your linked artical and find that your size for size comparison (in my considerd view) is way mistaken. David Bowie was a giant of a great in his sphere, and beyond. As directors of film go, this French guy was not only not previously known to me, it needed a boring artical to tell me he was considered to have been very good at what he did. Thus and therefore he never became a giant in his scope of work. Because his story never cut beyond the fan base.
