Their is a real possibility he get's DeJonged out of a Qualifying Obit. Doesn't seem like he meets the criteria.

 

I'd say far more famous than De Jong. De Jong famous for being old, essentially. Soares notable President in his time, also big name in the fight against Salazar and co. Telegraph obit nailed on, imo.

Soares conditions are stable. I guess they are keeping him alive for deadpools, there is no other explanation.
