Given how well looked after these type of Wiki pages are, I'm sure this issue will have been discussed at length in the past on there before between editors. I think it's safe to say they're Cabinet jobs, even if the ins and outs are somewhat different. In the UK we have the same sort of thing. We have "ministers without portfolio" who attend Cabinet, but are not "Cabinet members", and yet whenever the photos are taken or the cabinet list is drawn up, they're included in it.

EDIT: News article here about Trump removing U.S. Ambassador to the U.N. role from the Cabinet. It was restored under Biden. 

White House website lists them as Cabinet positions.

Both of the websites you mentioned actually prove my point. The news article is clear that the UN Ambassador has been cabinet level at the behest of the president at various points. The White House website lists all of those positions last in order of presidential succession because they aren’t in succession. A better thing to look at would be the process by which the Department of Homeland Security was erected and a cabinet position created (in presidential succession) not a cabinet level position which is obviously more impermanent.  
 

Furthermore, the White House website lists the Chief of Staff (!) as a cabinet position, he does not run an executive department and is not confirmed by the senate. Cabinet level in terms of privilege, sure, actual member of a cabinet, no.

Cynthia Lai, a Toronto city councillor running as a candidate in this Monday's Ontario municipal elections, has died. She was 68. A statement from her campaign didn't list a cause of death, but she had been battling gallbladder cancer. Lai was first elected in 2018.
