Under Obama, after botched western interventions in Afghanistan, Iraq and Libya, public opinion in the US was against a new war, and since China still supported Kim and his regime, a war against North Korea could have strained Chinese-US relations as well. I think what North Korea is doing at this point is trying to act as a threat, but won't actually do the action because they don't actually have the capability of executing their threat.
