It's just an absentee ballot mailed in by his hospice team. @DDI@oldhollywood there's also the fact that George Bush Sr was "well enough" to vote the month he died: Carter can't even be wheeled out anymore, he's bedbound. Far from being "well enough", this is just further indication of his decline.
