Actually, he does. Anyway, Wikipedia has strict notability criteria for individuals. If you want to add someone who doesn't have a Wikipedia page to your list, check the criteria. If your person qualifies, create a short article. If they don't, they probably were not a celebrity.

Aye struggling myself on this one; Googling his name + death takes me to some geneaology sites. I guess he is a bit of an unusual pick in that he might not even obit in any English sources. I gambled on the fact that some Eurovision site might mention his death (he participated in 2008) or that he might be mentioned by the English section of Latvian public broadcasting, but he might also stay obitless. That's one of the reasons why I didn't pick him as joker. But if he does obit, that's 357 points for me, right?

From what I understand, ij is considered a digraph in Dutch, rather than two separate letters, so names starting with ij have both letters capitalized (e.g. IJsbrand). Apparently it is basically the same as y (and is treated the same way when sorting alphabetically), so foreigners tend do spell ij as y (Ruud van Nistelrooy is another example).

Assuming he died in December, would he score any points for teams that picked him for 2016? What about if it's unclear which year he died?

I included most (relatively) young people who have a greater-than-average chance of dying next year that I had done any research on, so I haven't got a lot of rejected picks. I briefly considered Sinéad O'Connor, but I think she is seeking attention, rather than actually intends to take her life. I think Bashar al-Assad is too unlikely to die next year (more so than Lars Vilks). I heard Vladimir Zhirinovsky has some health issues, but as it is just a rumor and he is getting too old (i.e. turning 70), I decided not to add him.
