Sounds like he was ill. The statement also mentioned he was working till the day he died - those words are usually used when the person was ill but carried on through the illness rather than a sudden death.

Would he have had time for a stroke since 2015 without it being noticed. Leader of the Opposition only have a couple of weeks holiday a week.
