Actually the game creator makes the rules, which are clearly set out on Page 1. I see no 'I think they're a knob-head so they can't play' clause in them. Whilst subsequent game-runners are of course free to alter these rules, it seems a matter of principle this should be discussed prior to any implementation of them and the rule should not be created to suit the situation and whims of the game-runner. I'd guess there was many occasions the previous game-runner might have quite liked to banish certain players but operating on the good faith of 'entrant' not equating to 'user.' and open door policy of dead pooling.
