Personally knowing quite a number of illegitimate gentlemen of the bituminous headgear sporting variety, I can confirm that a great majority of them are only really interested in 1) Getting promoted so they can earn more money, and 2) Getting as much time off as possible. The bent bastards are the inquiry commissions, public prosecuters and the like who make sure that next to no allegations of police brutality ever end in a prosecution. Here in the Fatherland it's not unheard of for it to be impossible to identify an officer because he has a big helmet on and no visible number.
