According to Russia.... Deutsche Welle cites Indonesian sources. I think there are lots of possibilities here. Maybe Lavrov doesn't want to return to Russia? He's a clever guy, and not as detached from reality as Putin.

Yeah, I didn't know that life peers are now in the vast majority. I thought they were the exception. Two weeks ago, I watched a video on Canada's upper chamber. The House of Lords now reminds me of this.
