It sounds like this was more of an independent living type of place for seniors. Only 69 out of 660 residents even recieved Homecare, so quite likely there was no ' caretaking' in consideration at all. Horrible accident, but not necessarily the facility' s fault. If she was unable to follow the fire drill procedures independently, she likely shouldn't have been living there.
