According to a family tree on Ancestry, he died in 1985. Makes sense as his acting credits seems to have abruptly stopped that year.

From that article: "Arthur Chester Duncan was born in Pasadena, Calif., on Sept. 25, 1925. Most biographies say he was born in 1933, a mistake Mr. Duncan didn’t bother to correct. “He never wanted to discuss anything personal give you his real age so you lot wouldn't pick him in the DDP],” his wife said." Fixed it.

“Qualifying obit” simply refers to entries of the Derby Dead Pool, which started decades ago. You have to set the bar somewhere otherwise the competition becomes unimaginative and rather pointless. As the name suggests, it started in the UK (like a lot of deadpooling historically) hence why the QOs list are all UK sources.
