Initial ULEZ was focussed on inner central London, where air pollution and road congestion was a major problem. There is a world of difference between that and the ULEZ expansion, which covers most of Greater London into the leafy green suburbs that have zero need for it.

Either way, both William and Henderson are common American names. I'm not sure how you could match a famous individual to a record unless the record had the individual's DOB listed (and in this case it doesn't – it just states a year).

Emily Hone (IMDb) had a credited and quite important supporting role in this film. According to her IMDb, she only had one other credit, and there's no date of birth. However, she has a website which confirms she's still alive (with some recent photos too). Goes by the name Emily Peacock now and she's an artist. That was enough to find her in the birth records – born Emily Jane Hone in 1966 so 57 this year. Likely to be the last surviving credited actor of the three films you quoted.
