If that were the general case, I'd say one, because there's no chance for one not to die when the other does. If one can survive (depending on what organs are shared), then I'd say it could count as two because there's a chance that one could survive the year when the other does not. I think you'd have to do it on a case-by-case basis, until more information could be obtained.
