It probably would be a record except he is most likely only alive due to his life support machine so I think Guinness World Records would refuse to accept his record for frailest old man !

Sad to hear about Sam Simon he seems like a genuinely nice bloke - if he makes 2014 he will be nearly everyone`s DDP Joker though (assuming Wilko Johnson and Valerie Harper are no longer with us that is).
