Simple reason why Football Fan can't be the same person as Weatherman:

 

If you take all the postings from Weatherman90/91 and all the postings from Mr. Fan, and put them in a book, you would have something slightly longer than the Gormenghast Trilogy which would have given even the Prophet Joseph Smith cramps trying to type in the time available.
