Lower league explains a lot - East Stirlingshire were a similar club in Scottish League Two once over, usual target was to finish above bottom and they often failed. There's a great book - Pointless by Jeff Connor - about a season in their life earlier this century, which explores why anyone would bother managing/supporting/owning or playing for such a club.
