It is possible that such leave is granted for other reasons such as holding a UN or EU political appointed post but considering the youngest of these will be 87 this year I imagine most of them are ill or frail, and remember there are many older people than this still active in the Upper House. It relied on "socialist work ethics" and "socialist education". But if someone lacked the ethics and couldn't be brainwashed at school, they could still be charged with "social parasitism" (which was a criminal offence) if they didn't want to get a proper job (like freelancer artists). So this mixed system advocated by the Western European parties is still better, even if it seems a bit inconsistent. A system of power pervaded which used a convenient title.
