He was elected to the state House in 1986 and served 14 years, with a special focus on insurance and financial issues and juvenile justice. He was president of the National Conference of Insurance Legislators in 1994. When he retired from the Legislature he sent out a colorful email. “I’m fully convinced that insects, weeds and trial lawyers will inherit Florida,” he was quoted as saying in the Orlando Sentinel.
