In most cases at the moment yes but this is the Royal family so if he just decided to turn up or announce his presence I doubt the hospital would decline. In exceptional circumstances you may be permitted a visitor or escort. And given that the royal family have been keep on following the rules like the rest of us, I doubt Charles would travel for three hours to visit Philip, unless they genuinely believed that it could be the last visit.
