Probably another mistake by the look of things. He only obits if he dies notably, either through some horrid accident, or by dying on the same day as a far more famous wrestler so the press can do the "it was a tragic day for wrestling fans..." story like how Brickhouse Brown managed to get a BBC obit in 2018. As for Cullen, I know NZ obits rarely happen, but he was a Deputy PM and he got knighted by our Queen Libby the Second. So if he can't get anything, I give up all hope for the country! There's always a bit of luck involved, like this year, with the Ed Genson non-obit and Denis Goldberg as a last minute hit. But as long as the research still works, there are at least the basics there to do well (I guess I should have researched Tony Mills more, and putting Lee Noble so high, well, his recovery after 3-4 (?) internet fundraisers was a bit unforeseeable and slightly unlucky).
