I volunteered at a nursing home and I can tell you that the behavior of 93 year old women there is much, much worse. I'd say, if this is something that has happened more than once, it'd be nice of his bodyguards/nurses to warn people in advance not to stand too close to him. Even if he himself no longer has any tact, the people around him should be familiar with his new habits and discretely intervene to protect his reputation. I wouldn't go as far to call these ladies "attention seekers" – I'm sure that they felt uneasy/humiliated when groped by papa Bush.
