However, normally your IP only changes within a specific IP range e. g. if someone's IP address is 202.148.192.2 and his ISP is using a "B" class range to distribute IPs to him and users in his vincinity, his next IP address may be 202.148.???.??? (??? can be any number from 0-254), but not 89.74.40.250. Of course an ISP can also use an "A" class range (e.g. 202.???.???.???) or several B class rangesthat are not immediately adjacent toeach other, but even then, the IP address won't be random. On the other hand, Guest_Guest is not a special name, it's just a token name assigned to those who are too lazy to even specify a nickname (and definitely can't be bothered to register). We do know that at least one terrorist was a (Halibut) French citizen born in France.
