There might be a bit more to it than just one bloke. I guess they might want to find some more associates or other members of the same terrorist network as well. Salah Abdeslam himself is not a huge threat anymore, cause virtually everyone was exposed to his face (which was visible on websites, in magazines/newspapers, on the telly etc.), so anyone spotting him would call the police and/or start to run.
