This was due to unrelated triple and quadruple shootings. Roebuck House murders Torquay Casino murders I would imagine Hungerford's 1987 murder rate will have beaten anything London can come up with more recently. Also, I mentioned this on the gangsters thread a while ago. The top 50 cities have intentional homicide rates between 34 and 111 per 100,000 people. Worldwide, the rate is 7 per 100,000 people. London's rate in 2017 was 2 per 100,000 people.
