Bowie and Blondie also had top four finishes in the 70s KoS so you could argue that there is a bias built in by the DL demographic. Soft Cell is a cover version of a 60s song (and not nearly as good as their other hits like Torch) whereas 99 Red Balloons is so very 80s capturing the paranoia about the risk of nuclear destruction and cold war tensions

 

I think it would be a worthy winner
