Has more than a hint of 'going home to die' about it.

She's not "going" anywhere though.  She's staying where she's been for quite a while now.  As the report says, there's renovation work going on at Buck House for the next 5 years.  Makes sense for the Queen to stay where she's always been more comfortable anyway.

It feels like a tacit admission that the Queen won't be around when the renovations are done.

Not so tacit.  The Mail has come right out and said so, although they may not have meant it to read like that.

"Her decision may have been influenced by the ongoing reservicing of her central London residence, where renovators or carry out works that will last until 2027.

This means Buckingham Palace will next be occupied by Prince Charles and Camilla when they become King and Queen Consort upon the Queen's death."

Though I tend to agree that’s what they meant, another reading could be: when renovations are completed she will be 101 and would be extremely unlikely to return in the event she’s still alive.

Meh, if she can't live where she wants to at her age, when can she.  She's always been happier at Windsor and who could blame her.

Mainly because she blew her Winter Fuel Allowance on Prince Andrew's legal issues...

Not attending the commonwealth day service due to mobility issues.

Is she going to be able to appear at all in full public during the platinum jubilee? Other than small scale meetings where she can disappear after a short while.

BBC News: Queen pulls out of attending Commonwealth Service

Quote

The Queen will not attend next week's Commonwealth Service at Westminster Abbey, Buckingham Palace has said.

This is usually a significant occasion for the Queen and earlier in the week it had been hoped she would attend.

The decision is understood to be about concerns over her discomfort with travelling, rather than illness.

I actually  think this latest development is being driven by the Queen  being very reluctant/ not wanting to be seen in public in a wheelchair  rather than because of illness or serious health problems.

Mobility not illness is what I reckon.
