An inquest is currently underway, following the death of former referee Gordon Hill, who died in 2019, aged 90.  Afflicted with dementia, he fell from a roof in an ultimately doomed attempt to abscond from his residential home.

I watched the short video in the link about his art. In it was shown the cover of his book "Give a little whistle". (1975).

The cover pic featured himself and the late great Tommy Smith who died less than a month later on 12th April aged 74.

He has english ones, but no qualifying ones so far. Admittedly, his resignation from the position in August decreased the chances.
