I don't understand these Islamic State terrorists. If their aim is to cause fear & terror and bring about a societal breakdown in the countries they attack, then their tactics of bombing rail & airport hubs is a poor choice. Their targeting of the rock concert in Paris was marginally better.

 

If they were serious about causing maximum fear & terror then they should really be targeting those that society values most, its children.

 

A dozen gun attacks on primary & nursery schools, killing a few hundred children would quickly destabilise a country, many parents would then keep their children at home rather than take the risk sending them to school.

 

How would a government react to such attacks? Realistically it would have to respond by trying to reassure parents of the safety of schools, this would mean that schools would have to have military personnel guarding them. The cost would be huge, the impact on society huge, and all it would take to bring about is a couple of dozen terrorists armed with assault rifles.

 

The fact that these terrorist haven't carried out these type of attacks is indicative that they are either tactically naive or reluctant to massacre children for reasons of morality.
